Resumo

A presente contribuição técnica apresenta o trabalho desenvolvido e implementado pela equipe técnica CSN de um sistema de gestão integrada dos processos críticos de energéticos e utilidades e objetiva a segurança operacional da UPV (Usina Presidente Vargas) em situações de crise provocadas pela emergências que ocorrem quando da falta de energia elétrica externa ou falhas internas nos próprios processos . Energéticos e Utilidades como energia elétrica, vapor, ar soprado, ar comprimido, água industrial, combustíveis ( Gás de AF, Coqueria, LD, Natural e óleo combustível ) e criogenia ( Nitrogênio ) são importantes e não podem faltar para as unidades de produção do aço, na rotina e principalmente nas emergências. No blecaute do SIN ( Sistema Interligado Nacional ) de distribuição de energia elétrica da região Sudeste em janeiro de 2005, verificou-se na GGCE a oportunidade de melhorias no gerenciamento e plano de resposta às emergências. Este trabalho detalha todas as suas etapas, da concepção até a implementação.

 

The present contribution technique presents the work developed and implemented for the team technique CSN of a system of management integrated of energy the critical processes of and utilities and objective the operational security of the UPV (Plant President Vargas) in situations of crisis provoked by the internal emergencies that occur when of the lack of external electric energy or imperfections in the proper processes. Energy and Utilities as electric energy, steam, blown air, compressed air, industrial water, fuels (Gas of AF, Coqueria, LD, Natural and combustible oil) and criogenia (Nitrogen) are important and they cannot lack to the units of production of the steel, in the routine and mainly in the emergencies. In the blackout of SIN (Sistema Interligado Nacional) of distribution of electric energy of the Southeastern region in January of 2005, one verified in the GGCE the chance of improvements in the management and plan of reply to the emergencies. This work details all its stages, of the conception until the implementation.
