Resumo

A Resolução 001 do Conselho Nacional do Meio Ambiente (CONAMA), de 23 de janeiro de 1986, veio para suprir a necessidade de se estabelecerem definições, critérios básicos, responsabilidade e diretrizes gerais para a implementação e uso da avaliação de impacto ambiental. O presente estudo tem como objetivo apresentar e aplicar, uma metodologia e um sistema informatizado para que entidades governamentais, organizações não governamentais, empresas privadas, universidades e centros tecnológicos, possam avaliar a efetividade do relatório de impacto ambiental (Rima); analisando sua contribuição como instrumento de proteção, planejamento e gestão ambiental. Buscou-se também identificar aspectos qualitativos e quantitativos que impedem a sua efetividade. A pesquisa desenvolveu- se com base na análise de documentos públicos disponíveis no órgão ambiental estadual, teve como estudo de caso, três Rimas de empreendimentos mínero- siderúrgicos licenciados no Estado do Espírito Santo após a realização de audiência pública. Para cada Rima selecionado, foram analisados e avaliados nove critérios básicos (Objetivos e Justificativas do Empreendimento, Análise de Alternativas Tecnológicas e Locacionais, Diagnóstico Ambiental da Área de Influência, Qualidade Ambiental, Impactos Considerados, Medidas Mitigadoras, Programa de Monitoramento, Multidisciplinaridade da Equipe e Participação Pública), estabelecidos de acordo com a Resolução 001/86 do CONAMA. Os resultados obtidos no estudo de caso denotam que os Rimas dos empreendimentos mínero- siderúrgicos instalados no Estado do Espírito Santo, apesar de apresentarem inobservâncias detectadas na elaboração, apontam para um índice muito bom de eficiência do cumprimento dos requisitos e diretrizes relativas ao desenvolvimento do conteúdo estabelecido na resolução pertinente.

 

The Resolution 001 of the National Council of Environment-CONAMA, of January, 23, 1986, came to supply the need to establish definitions, responsabilities, basic criteria, and general guidelines for the use and implementation of environmental impact assessment. The actual study has it’s purpose to show and to apply a methodology and a system to inform the government entities, private assocciations, private corporations, colleges and tecnology centers so they could avaluate the efficient of the environmental impact report-Rima, analyzing its contribution like an instrument of protection, planning and environmental management identifying qualitative and quantitative aspects that obstruct its effectiveness. Research that developed with basis on the analysis of public documents available in the state of environmental office, had as case study, three Rimas of minero-siderurgical enterprises licensed by the State of the Espirito Santo after public audience. For each selected Rima, these had been analyzed and evaluated nine basic criteria (Objective and Justifications of the Enterprise, Analysis of tecnological and location Alternatives, Environmental Diagnostic of the Influence Area, Environment Quality, Considered Impacts, Mitigation Measures, Monitoring Program, Multidisciplinary Team and Public Participation), established in accordance with Resolution 001/86 of the CONAMA. The results gotten in the case study, said that Rimas of the minero-siderurgical enterprises installed in the state of the Espírito Santo, although to present non- observances detected in the elaboration, show to a table with the very good index of efficiency of the fulfilment of the requirements and relative lines of direction to the development of the content established on the Resolution 001/86 of the CONAMA.
