Abstract

O trabalho tem como principal objetivo discutir os mecanismos que permitiram às principais siderúrgicas brasileiras gerir a transferência de tecnologia e o desenvolvimento de inovações incrementais. A luz do debate recente sobre as relações entre conhecimento e gestão empresarial, discutem-se a natureza do conhecimento, os mecanismos de absorção, criação e reprodução do saber nas empresas, além da importância das competências produtivas para as decisões estratégicas das firmas. No que toca às politicas de gestão, espera-se colocar em evidência uma série de mecanismos incitativos que contribuíram direta e indiretamente para a criação e para a socialização do saber técnico no interior das empresas. Espera-se ainda indicar que os dispositivos de codificação do conhecimento, embora de notável importância para a reprodução e conservação do saber técnico das empresas, devem ser relativizados dadas as características do conhecimento tecnológico, notadamente seu caráter tácito e específico ao contexto no qual se desenvolve. Estes aspectos convidam-nos a pensar o desenvolvimento tecnológico nas empresas através de comunidades informais que se auto-organizam no interior das firmas. Entre as principais fontes do trabalho citem-se enquetes diretas do autor junto às empresas do setor, artigos, teses e monografias publicados nas duas últimas décadas, além de publicações das empresas e de entidades setoriais (ABM, IBS).

 

This paper analyzes the management of technological transfer in the Brazilian iron and steel industry and the development of minor innovations. Our focus is the relations between knowledge and management, specially the nature of knowledge, the mecanisms of absorption, creation and reproduction of knowledge inside the firms, and also the role of firms’ productive capabilities to build the futures firms’ technological strategies. We discuss the decision making process and the mechanisms that directly and indirectly may be donne possible the creation and the socialisation of technological knowledge inside the firms. Actually, codification of knowledge is a main process of reproduction and perpetuation of the entreprises’ technological knowledge. Peharps, codification is not enough. The characteristics of technological performances, in particular the tacitness of knowledge and their dependence of the context, open new windows to the communities inside the firm, specially to the role of the communities of practise. Our main sources are our own research on the Brazilian iron and steel industry; many Ph.D. dissertations and monographic studies on the subject; and the publications of ABM, IBS and also the enterprises’ publications.
