Abstract

The blackout on August 15, 2023, highlighted the need to enhance the observability and dynamic analysis capabilities of the Brazilian National Interconnected System (SIN), particularly in light of the increasing share of inverter-based renewable energy sources. In response to this event, the National System Operator (ONS) established new technical requirements for obtaining the Declaration of Compliance with Grid Procedures (DAPR-D), incorporating improvements to Digital Disturbance Recorders (DDRs) and the implementation of Synchronized Phasor Measurements (PMUs). This paper presents the main regulatory requirements associated with this process, detailing the implementation stages and providing an in-depth discussion of the current injection testing campaign. It also addresses the new requirements for oscillography triggering based on analog quantities variations, as well as the monitoring of inverter voltage support modes during under-voltage and over-voltage events (LVRT/HVRT). Through case studies in large-scale photovoltaic plants, the challenges associated with implementation and the benefits achieved through increased system observability are presented.
