Abstract

As empresas de grande porte que optaram por implantar e certificar um Sistema de Gestão Ambiental, devem conduzí-lo de forma a assegurar a melhoria contínua de seu desempenho ambiental global. Este trabalho demonstra a eficácia da gestão descentralizada para empresas de grande porte, através dos resultados obtidos pela CSN na Usina Presidente Vargas, em Volta Redonda. A metodologia aplicada no trabalho será de Estudo de caso – Relato de experiência aplicada na Usina Presidente Vargas, da Companhia Siderúrgica Nacional. A partir da revisão de bibliografia acadêmica, publicações de resultados de empresas e da referência normativa sobre Sistema de Gestão Ambiental, serão elencados diversos métodos de condução do SGA nas empresas certificadas, pretendendo-se evidenciar a eficácia obtida com a condução do SGA na CSN, através das práticas implantadas, comparadas aos resultados alcançados no SGA, focados principalmente na manutenção da certificação e na busca da melhoria contínua. A gestão descentralizada descrita neste trabalho, e aplicada na CSN/UPV, poderá assegurar a re-certificação na Norma ISO 14001, já na sua versão revisada em 2004, sem mudar significativamente o ritmo de trabalho ou as práticas adotadas, demandando pequenos ajustes, facilmente compreensíveis ao efetivo envolvido em funções relacionadas às questões ambientais, e desdobrados conforme aplicável a cada segmento do processo. Como a CSN possui unidades remotas, distribuídas em vários estados da União, com requisitos legais e cenários diversos, pretende-se que a metodologia de condução do SGA na Usina Presidente Vargas seja a ferramenta adequada para alavancar a integração dos modelos de gestão em todas as suas unidades.

 

The huge companies that had opted to implement and certify a Environmental Management System, must assure the continuous improvement of its global environment performance. This work demonstrates the effectiveness of the management decentralized for huge companies, through the results gotten for the CSN in the President Vargas Plant, in Volta Redonda. The methodology applied in the work will be a Case Study - Experience applied in the Plant President Vargas, of the Companhia Siderúrgica Nacional. From the academic bibliography revision, publications of companies results and the normative reference on Environmental Management System, will be showed several methods of conduction of the EMS in the certified companies, evidencing the effectiveness gotten with the conduction of the EMS in the CSN, through the practical implementation, compared with the results reached in the EMS, focused mainly in the certification maintenance and the continuous improvement. The management decentralized described in this work, and applied in the CSN/UPV, will be able to assure the re-certification in ISO 14001 Standard, already in its version revised in 2004, without significantly changing the adopted rhythm of work or the practical ones, demanding small adjustments, easily understandable to the involved people in functions related to the environmental questions, and deployed as applicable to each segment of the process. As the CSN owns remote units, distributed in some states of the Brazil, with legal requirements and diverse scenes, it intends that the methodology of the EMS conduction in the President Vargas Plant is the adjusted tool to improve the integration of the models of management in all its units.
