Abstract

Este artigo pretende retomar a discussão sobre Política Industrial, que tem sido pautada nas últimas décadas por divergências entre correntes liberais, que defendem simplesmente a adoção de ações de caráter horizontal e a ausência de medidas setoriais e correntes intervencionistas, que são partidárias da seleção de setores prioritários para fins de substituição de importações. A partir da reconstituição histórica das políticas adotadas após o pós-guerra no Brasil, busca-se formar um painel com a visão de diferentes economistas sobre o conteúdo mínimo para uma Política Industrial no Brasil contemporâneo, considerando as políticas horizontais e verticais que deveriam ser adotadas e corrigindo os erros do passado. Em seguida, o artigo procura inserir o Vale do Paraíba neste contexto, analisando alguns aspectos que poderiam impulsionar a atividade econômica nesta região, por meio do crescimento no comércio exterior e aproveitando a sua grande vocação tecnológica, com destaque para as indústrias aeronáutica, automobilística e petrolífera.

 

This article intends to recover the discussion on Industrial Politics, that has been marked in the last decades by divergences among liberal currents, that defend the adoption of horizontal actions and the absence of sectorial measures and interventionist currents that support the selection of priority sectors for substitution of importations. Starting from the historical rebuilding of the politics adopted after the postwar period in Brazil, it seeks to create a panel with the vision of different economists about the minimum content for an Industrial Politics in contemporary Brazil, considering the horizontal and vertical politics that should be adopted and correcting the mistakes committed in the past. After that, the article tries to insert the “Vale do Paraiba” region in this context, analyzing some aspects that could foster the economic activity in this area, by means of foreign trade growth and taking advantage of its great technological endowment, with distinction for the aeronautics, automobile and oil industries.
